The NBI Partnership provides non-scientific services to the John Innes Centre (JIC), Quadram Institute Bioscience (QIB), Earlham Institute (EI) and The Sainsbury Laboratory (TSL). All of these organisations carry out scientific research funded by the UK Government, European Union, Charitable and Industrial Sponsors. The Partnership employs around 150 staff to cater for the needs of approximately 1500 Research Staff, Students and Visiting Scientists who are all located in close proximity on the Norwich Research Park.

Main purpose of the job The role is to deliver a comprehensive soft facilities service to the institutes to include: reception, cleaning, janitorial, non-hazardous waste, catering and security. The role will include routine communication with institute representatives on service requirements and KPI delivery and conducting building condition surveys for occupied work areas. Due to the site being a 24 hour operation the person will need to be flexible with their working pattern to deliver the high level of service expected by the institutes.

We are seeking to recruit a highly motivated, experienced and established manager to join our team which provides facilities services to world leading scientific research Institutes based at the Norwich Research Park.
The successful candidate will have the demonstrable skills required to lead the team and deliver high quality soft facilities services including reception, cleaning, waste disposal, catering and security. Essential requirements to be successful in this role include:
•     Excellent interpersonal and leadership skills
•     Experience of successfully leading high performing, customer focused VFM multi-disciplinary soft facilities service teams
•     The ability to interact and effectively communicate with senior managers, professionals and staff and customers at all levels.

The role will report to the Head of Facilities
Main Activities & Responsibilities
Actively manage the performance of the team, setting clear objectives, providing constructive feedback and ensuring all appraisals are completed well and in a timely manner.
Manage and support the Reception Supervisor and prepare and update procedural documents including emergency response procedures, emergency contact lists etc.
Coordinate emergency response procedures e.g. fire response, intruders.
Act as the Site Fire Officer, coordinating fire marshal responses to evacuations.
Manage site security and the security contract, including preparing and updating security risk assessments and site policies.
Respond to security incidents, investigate incidents and prepare reports. Liaise with the local police and anti-terrorism, crime and security officers.
Manage the budgets for security, catering, cleaning, waste / recycling.
Manage the catering contract and liaise with user groups.
Manage the Cleaning Manager and provide support in the management of the cleaning team.
Manage the Senior Janitor and provide support in the management of the janitorial services. Coordinate janitorial and basic repair and maintenance work with other Facilities teams.
Oversee the management of the fleet cars.
Manage domestic waste contracts and associated recycling, creating reports on waste management performance
Coordinate waste disposal contracts in conjunction with the Radiation & Chemical Safety Officer.
Conduct site condition surveys, liaising with Lab Managers etc and arrange for work to be completed.
Liaise regularly with senior management of EI, JIC and TSL and building users to ensure the services meet user requirements.
Periodically re-tender contracts and ensure effectiveness and value for money i.e. catering, security and waste.
Conduct performance reviews of external contracts and seek improvements from external service providers.
Manage rates and licences with local authorities and agencies.
Manage utility contracts, utility purchasing and carbon tax payments
Any other duties commensurate with the nature of the post.
